This website is run by Malvern Hills District Council. We want as many people as possible to be able to use our website.

We know that some parts of our current website are not fully accessible:

some PDF documents cannot be interpreted by a screen reader (these however tend to be maps or routes which could not be usefully interpreted by a screen reader in any case)
some video content does not have captions or transcripts
some websites, documents and videos that are produced by third-party organisations and are linked from Visit the Malverns
some links created by our Events Calendar use the same link text for different destinations
lightbox galleries create empty links to navigate through images, screen readers may not be able to interpret these

Non-Compliance With The Accessibility Regulations

A 1.1.1 – Ensure PDFs are machine readable (3 occurrences). 2 of these relate to maps and are therefore not intended for assistive technologies such as screen readers, and the other occurrence is content produced by a third-party organisation.
A 1.1.1 – Specify alternative text for all media (5 occurrences). This is related to a third-party plugin and currently under investigation.
A 1.1.1 – Combine adjacent links with the same destination (64 occurrences). This will be investigated to identify opportunities to minimise occurrences, however in some cases it is deemed appropriate to provide multiple links in order to aid navigation and user experience.
A 1.3.1 – Ensure labels in the document fragment point to valid IDs (28 occurrences). To be investigated.
A 1.3.1 – Ensure headings include text (12 occurrences). To be investigated.
A 1.3.1 – Mark navigation as lists (993 occurrences). Currently under investigation, some instances identified are not intended to be navigation elements.
A 1.3.1 – Fix untagged PDFs (32 occurrences). To be investigated. However, many of these occurrences are related to maps/routes and are therefore not intended for assistive technologies such as screen readers.

A 2.4.2 – Improve weak PDF titles (25 occurrences). To be investigated. However, many of these occurrences are related to maps/routes and are therefore not intended for assistive technologies such as screen readers.
A 2.4.4 – Avoid using the same link text for different destinations (2172 occurrences). Currently under investigation, however many of these occurrences are related to a third-party Events Calendar plugin where the usage is deemed appropriate in the context of where the links are situated in the Calendar.
A 3.1.1 – Ensure PDFs specify a default language (30 occurrences). To be investigated. However, many of these occurrences are related to maps/routes and are therefore not intended for assistive technologies such as screen readers.
A 3.2.2 – Add a submit button to all forms (8 occurrences). To be investigated.
A 4.1.1 – Fix duplicate IDs (58 occurrences). To be investigated.
A 4.1.2 – Ensure links can be used by screen readers (824 occurrences). This relates to empty links created by lightbox galleries to navigate through images and is currently under investigation.
AA 2.4.5 – Ensure long PDFs use bookmarks to aid navigation (2 occurrences). To be investigated.

Content That’s Not Within The Scope Of The Accessibility Regulations

PDFs and other documents

Our older PDF documents do not meet accessibility standards. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value). However, the accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services, unless found otherwise.

Video captions

Prerecorded videos published before 23 September 2020 do not include captions. This doesn’t meet WCAG 2.1 success criteria 1.2.2 Captions (Prerecorded). Captions may not be added to these videos because a prerecorded video published before 23 September 2020 is exempt from meeting the accessibility regulations.

Maps

Interactive maps are exempt from meeting the accessibility regulations.

What We’re Doing To Improve Accessibility

This website was significantly refreshed in July 2021 to improve accessibility. We will continue to improve the accessibility of content on the site and carry out regular testing to identify accessibility problems that need to be addressed.
